This is Izumi Konata from anime series Lucky Star.

I know it's worth is nothing, and for that I apologize to chibi. Hope you won't be upset too much. I had a lot in mind that I wanted to do, but I'm soooo vexed, that I can't even think of a prober background :-/ It doesn't have water effects and eyes are poor too so, sorry.
